Opening a Gym in UAE: What You Need to Know First
The UAE fitness market is highly regulated, especially in Dubai and Abu Dhabi. Getting your licensing, health authority approvals, and operational setup right from day one prevents costly delays and fines.
Step 1: Business Structure & Trade Licence
You can open a gym as a mainland LLC or in a free zone, though most gyms are mainland for access to retail footfall. In Dubai, you need a trade licence from the Department of Economy and Tourism (DET) with the activity code for "Sport and Recreation Facilities." Cost: AED 10,000–25,000 depending on structure and location.
Step 2: Health Authority Approval
In Dubai, gyms require approval from Dubai Sports Council. In Abu Dhabi, it's the Sports Authority. Requirements typically include: qualified fitness staff with recognised certifications, adequate ventilation and fire exits, emergency equipment, and clean changing facilities.
Step 3: Location, Layout & Equipment
- Minimum area: 150m² for a standalone gym (varies by emirate)
- Changing rooms and toilets required separately for men and women
- Adequate parking (typically 1 space per 30m² of gym area)
- Ventilation system that meets UAE construction standards
